Rebuild Local News

M+R partnered with Rebuild Local News, Connecticut legislators, and local news organizations to advocate for a bill to reallocate state advertising dollars to local news outlets. We organized and expanded a coalition made up of diverse stakeholders to organize direct lobbying, run op-eds, and engage voters.

Challenge

Building bipartisan support for a bill that would reallocate a percentage of the state's advertising budget to local news organizations was the primary challenge. This was a new idea for the legislature and one that needed a fair amount of lobbying to get lawmakers on board.

Opportunity

Given that the Coalition had also attempted to pass the bill in Connecticut’s previous legislative session, we were able to harness the power of existing Coalition partners to build legitimacy as we expanded the coalition to new partners and supporters.

Results

Our efforts led to the bill passing both in Committee and the House, although it ultimately did not pass the Senate. Despite the setback, our campaign helped increase the bill’s profile, unearthed key policy concerns, and set the groundwork for the coalition to continue its work with an improved bill in the next legislative cycle.

Over 30 organizations and individuals participating in public comment and lobbying activities leading up to committee vote.

We engaged over 60 partners to coordinate actions in support of the bill. These partners included local and hyperlocal news organizations, democracy organizations like Common Cause and League of Women Voters, and local community based organizations.

We successfully published 3 op eds authored by members of the Connecticut local news industry and local community members

Approach

The M+R team drafted toolkits, talking points, and outreach materials for community members and local news organizations to use to make direct calls and send letters to their representatives in the Connecticut legislature. These resources were used to contact legislative targets before the bill was sent to committee, during the committee’s public hearing, and after the bill was sent to the House and Senate. 

Each phase of the legislative process involved constituent and stakeholder outreach to legislators, organized by the M+R team and the Coalition. In many cases testimony and email drafts were also drafted by the M+R team to support Coalition members in submitting testimony on time and contacting legislators.

The M+R team collaborated with Coalition members to draft a series of op-eds promoting the legislation, which were successfully placed in key local outlets. These local pieces were strategically placed to ensure that the op-eds reached their intended audience, target legislators and their staff. 

M+R also used direct lobbying to cultivate champions in the House and negotiate with state agencies. We were able to work with key legislators, including a Committee Chair, to advocate for the bill throughout the committee hearing as well as on the House floor.
